PRIMARY PURPOSE:
The RTAP Director at Rhode Island College (RIC), under the Feinstein School of Education and Human Development (FSEHD), plays a central role in implementing the Registered Teacher Apprenticeship Program (RTAP), in collaboration with the Institute for Labor Studies and Research (ILSR). The Rhode Island College (RIC) Feinstein School of Education and Human Development (FSEHD) will serve as a partner and subrecipient of the ILSR under a USDOL ABA2 award administered by Building Futures (Prime Grantee) as the Apprenticeship Hub for Rhode Island. The goal of this partnership is to implement and administer the registered teacher apprenticeship program (RTAP), which is designed to diversify and increase the teacher pipeline in Rhode Island for high need certification areas.
DESCRIPTION OF DUTIES AND RESPONSIBILITIES:
- The director, provides leadership to the RTAP by managing program standards and regulations in compliance with the Rhode Island Department of Labor and Training State Apprenticeship Office as well as the appropriate funding agencies.
- The director will lead RTAP program activities, overseeing the planning, execution, and assessment of the program.
- Engages and collaborates with employers (school districts) with the intention of continued developing and expanding of the program.
- Pursues and secures additional funding opportunities (e.g., grants, partnerships, and external resources) to sustain and expand RTAP and apprenticeship projects and initiatives.
- The director collaborates with FSEHD faculty to guide curriculum development, schedule courses, and support program delivery both at RIC and partner sites (ILSR or Central Falls Hub). They will teach or co-teach one course per semester and lead a monthly community of practice for apprentices.
- In collaboration with the ILSR, develop a comprehensive assessment of prior experience for all program applicants. Applicants applying to this program will be selected by school districts participating in the RTAP sub-grant.
- With a target of 10 program participants in the first year, assess RTAP applicants’ credentials into the program and coordinate the admissions process.
- Create individual apprenticeship plans of study for candidates admitted into the program.
- Collaborate with FSEHD Dean’s office, faculty, and staff on curriculum, program selection, course scheduling and clinical field experiences required for certification sought by candidates.
- Responsible for tracking candidate progress and outcomes, the coordinator will collaborate with the Director of Assessment to maintain records aligned with FSEHD and RIDE standards. Reporting duties include updates to the RI Apprenticeship Joint Committee and RIC’s RTAP Co-Principal Investigators.
- Develop the process for annually assessing candidate proficiency aligned with all FSEHD programs and RIDE educator preparation requirements.
- Collaborate with the FSEHD Director of Assessment for record keeping and essential data to document and evaluate candidates from admission through completion and certification.
- Monitors student enrollment, retention, and program completion processes in the RTAP program.
- Works with college’s Communication & Marketing department and the ILSR to develop and implement marketing plans and promotional materials for the RTAP program.
- Report to the RI Apprenticeship Joint Apprentice Training Committee on progress and implementation of the program and candidates at RIC.
- Report to the RIC RTAP Co-Principal Investigators. These positions are currently held by the FSEHD Dean and Interim Associate Dean.
- In collaboration with the Director of Assessment, create metrics to evaluate impact of the RTAP program.
- Convene monthly meetings with the RIC RTAP faculty advisory committee.
- Acting as a liaison among stakeholders, the coordinator works with schools, districts, and mentors to ensure strong guidance and support for RTAP candidates. They will also convene and lead a monthly advisory committee of RIC faculty to sustain program quality.
- Collaborate with RIC Office of Partnerships and Placement, the ILSR Coordinator, and schools and districts to provide guidance and support to school-based Apprentice Mentors and teachers.
- The coordinator will create and facilitate a monthly community of practice for all RTAP candidates.
- Working with Professional Studies and Continuing Education, academic deans and departments and our Career & Life Design Center to expand relationships with a diverse range of employers with the intent to identify academic and career pathways for creating apprenticeships and pre-apprenticeships opportunities for students.
Occasional Job Functions
- Perform other duties and responsibilities as assigned by the Dean and Associate Dean.
- Occasionally working outside regular hours to meet the needs of candidates in the program.
REQUIRED QUALIFICATION STANDARDS:
Education: Master’s degree in education, Public Administration, Business Administration, or a related field.
Experience: 5-7 years in program coordination or administration experience, with executive communications, basic budgeting and measurement, meeting planning & execution, and reporting experience.
PREFERRED QUALIFICATION:
- 2-4 years’ teaching or director experience at a pk-12 school or a college/university.
- Educator preparation degree and teacher certification
